New guidelines released September 1 by Attorney General Kamala D. Harris urge schools and child welfare agencies to work together to support foster youths’ educational success. While foster youth are entitled to specialized academic counseling and other services, they often do not receive these supports. The new guidelines clarify what information child welfare agencies and schools can share without violating children’s privacy. In addition, the guidelines promote the creation of joint data systems.
